Enquire cannot manually clear GRIR account

Dear Expert,

I need to enable "open item management" in GRIR account via FS00. But I can't enable since I cannot clear transaction within that GRIR account. Actually I'm using F.13 or F-03. For F-03, it prompt: GR/IR clearing account cannot be manually cleared. On F.13, It's find there are no clearing procedure find. Could you advice how can I clear the GRIR account?
