Error in establishing connection in Communication Arrangement

Hi,

I was trying to create a webservice to get weather details using an action. For this I was creating a communication scenario.

Then i created a communication arrangement with outbound service URL https://www.webservicex.net:443/globalweather.asmx.

But when I verified the connection, it throws an error as :

"Error accessing service; Service Ping ERROR: Error when calling SOAP Runtime functions: SRT: Processing error in Internet Communication Framework: ("ICF Error when receiving the response: ICM_HTTP_PROXY_UNAUTHORIZED") ()"
